संसद के बजट सत्र का दूसरा चरण आज (14 मार्च) से शुरू हो गया। बजट सत्र के दूसरे चरण के आज पहले दिन राज्यसभा के सभापति एम. वेंकैया नायडू ने सदस्यों से सत्र के पहले चरण की तरह सकारात्मक भावना बनाए रखने का आग्रह किया है। उन्होंने कहा, सत्र के पहले चरण में राज्यसभा की उत्पादकता 100% से अधिक थी। 
संसदीय स्थायी समिति की बैठकों में सदस्यों की उपस्थिति कम होने की जानकारी देते हुए उन्होंने कहा, सदस्यों को इन बैठकों में सम्मिलित होने को प्राथमिकता देनी चाहिए। इससे पहले, सदन ने उद्योगपति राहुल बजाज सहित चार पूर्व दिवंगत सदस्यों को श्रद्धांजलि अर्पित की।
सदन में प्रधानमंत्री नरेंद्र मोदी के आने पर सत्तारूढ़ भारतीय जनता पार्टी के सदस्यों ने मेजें थपथपाकर और ‘भारत माता की जय’ एवं ‘मोदी मोदी’ के नारे लगाकर उनका स्वागत किया। संसद के बजट सत्र का दूसरा चरण आज से शुरू हुआ है। बैठक ऐसे समय शुरू हुई है जब कुछ ही दिन पहले पांच राज्यों- उत्तर प्रदेश, उत्तराखंड, पंजाब, गोवा और मणिपुर में हुए विधानसभा चुनाव के परिणाम आए हैं। इनमें भाजपा ने चार राज्यों में जीत दर्ज की है, जबकि पंजाब में आम आदमी पार्टी को सफलता मिली।

वित्तमंत्री निर्मला सीतारामन ने लोकसभा में केन्द्र शासित प्रदेश जम्मू-कश्मीर का बजट और अनुपूरक मांगे पेश करने और उन पर उसी दिन चर्चा कराने की अनुमति का प्रस्ताव प्रस्तुत किया। वित्त मंत्री ने अध्यक्ष से प्रक्रिया और कार्य संचालन संबंधी नियम-205 को स्थगित कर वर्ष 2022-23 और 2021-22 की अनुपूरक मांगों पर चर्चा कराने की अनुमति मांगी।
पेट्रोलियम के दाम के बारे में उन्होंने कहा, पेट्रोल और डीजल के दाम विभिन्न अंतर्राष्ट्रीय और राष्ट्रीय कारकों पर निर्भर करते हैं। केंद्र ने पिछले साल नवंबर में पेट्रोल और डीजल के दामों पर उत्पाद शुल्क घटाकर ग्राहकों को राहत दी थी। उन्होंने कहा, 9 राज्यों ने पेट्रोल और डीजल पर शुल्क नहीं घटाया है। अमेरिका, कनाडा, जर्मनी, ब्रिटेन और फ्रांस सहित विभिन्न देशों के मुकाबले भारत में पेट्रोल और डीजल के दामों में बहुत मामूली बढ़ोतरी हुई है।
सरकार ने कहा है कि पिछले पांच वर्षों में रक्षा क्षेत्र के व्यय में लगातार वृद्धि हुई है। राज्यसभा में लिखित उत्तर में रक्षा राज्य मंत्री अजय भट्ट ने बताया कि वित्त वर्ष 2022-23 में रक्षा क्षेत्र का अनुमानित बजट पांच लाख 25 हजार करोड़ रुपये से अधिक का निर्धारित किया गया है, जबकि वित्त वर्ष 2017-18 में यह तीन लाख 79 हजार करोड़ रुपये से अधिक था। एक प्रश्न के जवाब में श्री भट्ट ने कहा कि पिछले आठ वर्षों में सुरक्षा बलों ने आधुनिकीकरण के लिए साजो-सामान की स्वदेशी खरीद पर तीन लाख 86 हजार करोड़ रुपये से अधिक की राशि खर्च की।

कोरोना मामलों में कमी के कारण दोनों सदनों की बैठक फिर से सामान्य रूप से हो रही हैं।
बजट सत्र का दूसरा चरण 8 अप्रैल तक चलेगा। इस दौरान सदन की 19 बैठक होंगी। लोकसभा और राज्यसभा की बैठक सामान्य रूप से दिन में 11 बजे से शाम 6 बजे तक होगी। इस बार राज्यसभा को कामकाज निपटाने कि लिये 19 घंटे का अतिरिक्त समय मिलेगा।
लोकसभा में कार्यवाई (सोमवार,14 मार्च)...
विपक्षी सदस्य मनीष तिवारी ने प्रस्ताव पर आपत्ति व्यक्त करते हुए कहा, सदस्यों को बजट की जांच करने का समय चाहिए उस पर चर्चा कल होनी चाहिए। एक अन्य सदस्य एनके प्रेमचंद्रन ने भी नियम-205 को स्थगित करने की अनुमति देने पर आपत्ति दर्ज कराई। अध्यक्ष ने प्रस्ताव को सदन में प्रस्तुत करने की अनुमति दे दी। वित्त मंत्री ने उसी दिन चर्चा करने का प्रस्ताव प्रस्तुत करने से पहले केंद्र शासित प्रदेश जम्मू-कश्मीर के बजट और अनुपूरक मांगों को लोकसभा में पेश किया।
शिक्षा मंत्री धर्मेन्द्र प्रधान ने आश्वासन दिया, कि सरकार युद्धग्रस्त यूक्रेन से निकाले गए विद्यार्थियों की शिक्षा पर ध्यान देगी। लोकसभा में कांग्रेस के गौरव गोगोई के प्रश्न का उत्तर देते हुए उन्होंने कहा- यूक्रेन से भारतीय विद्यार्थियों को निकालना 130 करोड़ भारतीयों की सूझबूझ का प्रमाण है और उनके भविष्य का ध्यान रखा जायेगा।
डीएमके सदस्य टी.आर. बालू ने ऑपरेशन गंगा शुरू करने के लिए प्रधानमंत्री को धन्यवाद देते हुए कहा, इससे तमिलनाडु के छात्रों को यूक्रेन से वापस लाने में मदद मिली है। उन्होंने यूक्रेन से लौटे ऐसे सभी विद्यार्थियों की शिक्षा जारी रखने के लिए केंद्र सरकार से सहायता मांगी।

पर्यटन का विकास मुख्य रूप से राज्य सरकारों/केंद्रशासित प्रदेश के प्रशासन की जिम्मेदारी है। हालांकि, पर्यटन मंत्रालय ने स्वदेश दर्शन योजना के तहत, इसे शुरू किए जाने के बाद से देश में पर्यटन संबंधी बुनियादी ढांचे के विकास के लिए 'बौद्ध' विषयवस्तु सहित 13 विषयगत सर्किटों के लिए 76 परियोजनाओं को स्वीकृति दी है। पीआईबी के अनुसार, जानकारी पर्यटन मंत्री जी.किशन रेड्डी ने आज लोकसभा में एक प्रश्न के लिखित उत्तर देते हुए बताया, कि योजना के अंतर्गत राज्य सरकारों/केंद्रशासित प्रदेश के प्रशासन के साथ परामर्श करके परियोजनाओं को विकास के लिए चिह्नित किया गया। इसके अलावा धनराशि की उपलब्धता, उपयुक्त विस्तृत परियोजना रिपोर्ट जमा करने, योजना के दिशा-निर्देशों का अनुपालन करने और पहले जारी की गई निधियों के उपयोग आदि के आधार पर परियोजनाओं को स्वीकृति दी गई।

सरकार ने आज फिर कहा कि यूक्रेन संकट और कोविड महामारी को देखते हुए देश की ऊर्जा मांग को पूरा करने के लिए सभी संभव विकल्पों की तलाश की जाएगी। राज्यसभा में पूरक प्रश्नों के उत्तर में पेट्रोलियम मंत्री हरदीप सिंह पुरी ने कहा कि सरकार ने रूस से संपर्क किया है और विभिन्न मुद्दों पर चर्चा चल रही है।

Second part of the Budget Session resumed
The second part of the Budget Session of Parliament has resumed today. Both Houses have returned to their normal sittings in view of decline in Covid cases. On the first day of the second part of the Budget Session, Rajya Sabha Chairman M Venkaiah Naidu urged members to sustain the positive spirit of the first part of the session in this part as well. He highlighted that the first part of the session had witnessed no forced adjournment and the productivity of the Upper House was over hundred percent. In his remarks Mr. Naidu also talked about inadequate attendance of members in the meetings of the Parliamentary Standing Committee and said attending the meeting should be given priority by the members. Earlier, the House made obituary references to the passing away of four former members including Industrialist Rahul Bajaj.
Union Finance minister Nirmala Sitharaman moved the motion in the Lok Sabha today (14 March) to allow same day presentation and discussion of budget and supplementary grants of Union Territory of Jammu-Kashmir. The minister asked the Chair to suspend rule 205 of the rules of Procedure and Conduct of Business to enable same day presentation and discussion of the Budget for 2022-23 and supplementary Demands for Grants for 2021-22.
Union Finance minister Nirmala Sitharaman moved the motion in the Lok Sabha today (14 March) to allow same day presentation and discussion of budget and supplementary grants of Union Territory of Jammu-Kashmir. The minister asked the Chair to suspend rule 205 of the rules of Procedure and Conduct of Business to enable same day presentation and discussion of the Budget for 2022-23 and supplementary Demands for Grants for 2021-22.
The member of the opposition Manish Tewari objected to the motion saying that the members need time to scrutinize the budget and the discussion should be taken up tomorrow. He also sought the ruling of the Chair on powers vested in the House to suspend the rule. Another opposition member NK Premachandran too registered his opposition to allow suspension of rule 205. However, the Speaker allowed the motion to be laid in the House. The Finance minister had tabled the budget and supplementary demands for grants of Union Territory of Jammu and Kashmir in Lok Sabha before moving the motion to have the discussion on the same day.

The DMK member T R Balu thanked the Prime Minister for initiating Operation Ganga that helped rescue Tamilnadu students. He sought the Central Government help in continuing the education of such students who have returned from Ukraine.

Replying to the question raised in the Lok Sabha by Gaurav Gogoi from Congress, the minister said that evacuating Indian students from Ukraine is testimony of the collective wisdom of 130 crore Indians and their future will be taken care of.
The DMK member T R Balu thanked the Prime Minister for initiating Operation Ganga that helped rescue Tamilnadu students. He sought the Central Government help in continuing the education of such students who have returned from Ukraine.

The government today reiterated that it will explore all possible options to meet the country's energy demand in view of the Ukraine crisis and the Covid pandemic. Replying to supplementaries in the Rajya Sabha, Petroleum Minister Hardeep Singh Puri said, the government has contacted the Russian federation and discussion is underway over several issues.
On petroleum prices, the Minister said, prices of petrol and diesel have been determined by several international and national factors. The Centre has taken steps to bring down the prices of petrol and diesel by reducing excise duty last November to provide relief to the consumers. He said, nine states have not brought down duties levied on petrol and diesel. Giving the comparative data of various countries, the Minister said, prices of petrol and diesel have increased marginally in India in comparison to prices raised in various countries including USA, Canada, Germany, UK and France in recent times.
The government today said that defence expenditure has witnessed continuous increase over the last five years. In a written reply in the Rajya Sabha, Minister of State for Defence Ajay Bhatt said, budget estimate of over five lakh 25 thousand crore rupees has been earmarked for the defence expenditure in the financial year 2022-23 which was over three lakh 79,000 crore in the financial year 2017-18. Replying to another query, the Minister said, expenditure of over three lakh 86,000 crore rupees was incurred on indigenous procurement of defence equipment by the defence forces for modernization in the last eight years.
Development & welfare of the poor brought victory to BJP
Information and Broadcasting Minister Anurag Singh Thakur has said that Prime Minister Narendra Modi's leadership, development and welfare of the poor has brought victory to the BJP in the recent assembly polls.
Talking to reporters outside Parliament, Mr Thakur said, Mr Modi's image, the way welfare schemes were implemented on the ground for the poor, the work done to give new speed to development and honest leadership brought the desired results. He said anti-incumbency was not visible anywhere in the four states. Mr Thakur said, Bharatiya Janata Party registered a big victory also due to the clean image of the Chief Ministers, good work done by the Government and hard work of BJP Karyakartas.
