लोकसभा से मंजूरी मिलने के बाद आज बीमा संशोधन विधेयक-2021 को संसद ने पारित कर दिया। राज्यसभा इसे पहले ही पारित कर चुकी है। इस विधेयक में 1938 के बीमा अधिनियम को संशोधित करने की व्यवस्था है, जिससे भारतीय बीमा कम्पनियों में प्रत्यक्ष विदेशी निवेश की सीमा वर्तमान 49 से बढ़कर 74% हो जाएगी। इसमें बीमा कम्पनियों के स्वामित्व और नियंत्रण पर लगी पाबंदियों को हटाने का भी प्रावधान है।
लोकसभा ने ‘बीमा (संशोधन) विधेयक-2021 को मंजूरी प्रदान कर दी जिसमें बीमा क्षेत्र में प्रत्यक्ष विदेशी निवेश (एफडीआई) की सीमा बढ़ाकर 74 फीसदी करने का प्रावधान किया गया है। पिछले सप्ताह बृहस्पतिवार को राज्यसभा में यह विधेयक पारित हुआ था।
निचले सदन में विधेयक पर हुई चर्चा का जवाब देते हुए वित्त मंत्री निर्मला सीतारमण ने कहा कि बीमा क्षेत्र में प्रत्यक्ष विदेशी निवेश की सीमा बढ़ाकर 74% करने से इस क्षेत्र की कंपनियों की बढ़ती पूंजी जरूरत को पूरा करने में मदद मिलेगी। सीतारमण ने कहा कि यह संशोधन इसलिए किया जा रहा है कि कंपनियां यह तय कर सकें कि उन्हें किस सीमा तक एफडीआई लेना है। उन्होंने कहा कि बीमा कंपनियां तरलता के दबाव का सामना कर रही हैं। उन्होंने कहा कि बीमा क्षेत्र में प्रत्यक्ष विदेशी निवेश की सीमा बढ़ा कर 74 फीसदी करने से इस क्षेत्र की कंपनियों की बढ़ती पूंजी जरूरत को पूरा करने में मदद मिलेगी।

विधेयक पर चर्चा में भाग लेते हुए कांग्रेस सहित कुछ विपक्षी सदस्यों ने बीमा क्षेत्र में प्रत्यक्ष विदेशी निवेश (एफडीआई) की सीमा 49 से बढ़ाकर 74 फीसदी किए जाने के प्रावधाने वाले विधेयक का सोमवार को लोकसभा में विरोध करते हुए कहा कि सरकार को इस पर पुनर्विचार करना चाहिए और सभी पक्षकारों के साथ व्यापक विचार-विमर्श करने के बाद समग्र विधेयक लाना चाहिए।
इससे पहले, महाराष्ट्र के एक पुलिस अधिकारी द्वारा राज्य के गृहमंत्री के खिलाफ लगाये गए आरोपों का मुद्दा आज लोकसभा में गूंजा। भाजपा सदस्यों ने यह मुद्दा सदन में उठाया और इस मामले में केंद्रीय एजेंसियों से जांच कराने तथा महाराष्ट्र के मुख्यमंत्री और गृहमंत्री के इस्तीफे की मांग की।

राज्यसभा में आज सत्तापक्ष के सदस्यों ने महाराष्ट्र के ताजा घटनाक्रम को लेकर हंगामा किया जिसके कारण सदन की कार्यवाही 12 बजकर 10 मिनट पर दोपहर दो बजे तक के लिए स्थगित कर दी गयी।
सदन में खान और खनिज (विकास और विनियमन) संशोधन विधेयक-2021 विधेयक पर चर्चा हुई और मंत्री के जवाब में बाद उच्च सदन ने इसे मंजूरी प्रदान कर दी। विधेयक उद्देश्य खदानों की नीलामी एवं आवंटन प्रक्रिया को पारदर्शी बनाना एवं कारोबार के अनुकूल माहौल को तैयार करना है।
खान मंत्री प्रह्लाद जोशी ने राज्यसभा में इस विधेयक पर हुई चर्चा का जवाब देते हुए आश्वासन दिया कि इस विधेयक के माध्यम से खानों के आवंटन में राज्यों का कोई अधिकार नहीं लिया जा रहा है। मंत्री के जवाब के बाद सदन ने विधेयक को ध्वनिमत से पारित कर दिया। लोकसभा इसे पहले ही पारित कर चुकी है।
मंत्री ने कहा कि इस विधेयक के जरिये खनन क्षेत्र में सुधारों के प्रस्ताव को मंजूरी के साथ ही खदानों से जुड़े अतीत के मुद्दों को भी हल किया जाएगा, जिसके फलस्वरूप नीलामी के लिए अधिक खदानें उपलब्ध हो सकेंगी। ऐसे में अधिक से अधिक खदानों का आवंटन नीलामी के जरिए होगा और व्यवस्था में पारदर्शिता बढ़ेगी। इससे पहले विधेयक पर चर्चा में कई दलों के सदस्यों ने इसके जरिये राज्यों के अधिकार लिये जाने की आशंका जताते हुए इस विधेयक को प्रवर समिति में भेजे जाने का मुद्दा उठाया।
चर्चा की शुरुआत करते हुए कांग्रेस नेता दिग्विजय सिंह ने कहा कि यह विडंबना है कि जहां सबसे ज्यादा खनिज संसाधन हैं, वहीं सबसे ज्यादा गरीब हैं और उनमें भी अधिकतर आदिवासी हैं।
इसके बाद सामाजिक न्याय और अधिकारिता मंत्री थावर चंद गहलोत ने संविधान (अनुसूचित जातियां) आदेश (संशोधन) विधेयक चर्चा और पारित किए जाने के लिए पेश किया। उन्होंने बताया कि इस विधेयक में तमिलनाडु की कुछ जातियों को अनुसूचित जाति का दर्जा देने का प्रावधान है।
विधेयक पर चर्चा में भाग लेते हुए नेता प्रतिपक्ष मलिकार्जुन खड़गे ने इस विधेयक को लाये जाने के समय पर प्रश्न उठाया। समीक्षा लिखे जाने के समय तक विधेयक पर चर्चा जारी थी।
सत्तापक्ष के कई सदस्यों ने शून्यकाल में महाराष्ट्र के ताजा घटनाक्रम से जुड़े मुद्दे को उठाने का प्रयास किया, लेकिन सभापति एम. वेंकैया नायडू ने इसकी अनुमति नहीं दी।
इसी दौरान सदन में प्रश्नकाल शुरू हो गया और भाजपा सदस्यों ने एक बार फिर यह मुद्दा उठाने का प्रयास किया। लेकिन उपसभापति हरिवंश ने इसकी अनुमति नहीं दी। उपसभापति ने हंगामा कर रहे सदस्यों से शांत रहने और प्रश्नकाल चलने देने की अपील की। लेकिन सदन में शोरगुल जारी रहने पर उन्होंने बैठक दोपहर दो बजे तक के लिए स्थगित कर दी।

The Parliament has passed the Insurance (Amendment) Bill, 2021 with the Lok Sabha approving it today. The Rajya Sabha has already passed the legislation. The Bill seeks to amend the Insurance Act, 1938 which will increase the ceiling limit of foreign investment allowed in Indian insurance companies. The Bill provides to increase the foreign direct investment limit from existing 49 percent to 74 percent. It also has a provision for removal of restrictions on ownership and control of insurance companies.Speaking on the Bill, Finance Minister Nirmala Sitharaman said that the insurance sector requires a huge and long term investment as it is a capital intensive sector. She assured that policy holders’ fund will only be invested in the country.

id hiking the FDI limit in the insurance sector will help insurers raise additional funds and tide over the financial problems. She said the government will provide funds to the public sector insurance companies but private players will have to raise capital on their own.
Mrs. Sitharaman said, COVID-19 pandemic has further added to the woes of insurance companies. She said the FDI limit was being raised on the recommendations of insurance regulator IRDAI which has done extensive consultations with the stakeholders. The FDI limit in the insurance sector, the minister said, has increased significantly after the government decided to raise the cap from 26 per cent to 49 per cent in 2015.
As much as 26,000 crore rupees has come as FDI in the sector since 2015, she said, adding the asset under management in this sector has grown by 76 per cent during the last five years.
Earlier, initiating the debate on the bill, Congress member Manish Tewari said when the BJP was in the opposition, it opposed an increase in FDI but now did a "somersault" after coming to power. He said the then UPA government could not breach the wall put by late Sushma Swaraj and Arun Jaitely in both the Houses of Parliament.
Defending the bill, BJP member Jagdambika Pal said the measure is in favour of India's growth story. He also noted that while the FDI in the insurance sector will be increased, the government has put in place sufficient safeguards to keep in mind the interests of people.
The Centre today said, the National Capital Territory of Delhi (Amendment) Bill, 2021, which will make it clear that the "government" in Delhi means the "Lieutenant Governor", has been brought to end ambiguity in running the affairs of the national capital and appealed to everyone not to term it as a "political" move since it will be beneficial to the people of the city.
The ruling Aaam Aadmi Party has opposed the Bill and urged the central government to take back the bill.
Initiating the debate in the Lok Sabha, Minister of State for Home G Kishan Reddy said the bill has become necessary as there have been ambiguity in certain issues related to the functioning of the Delhi government and several cases were also filed in courts.
The bill was introduced in the Lok Sabha on 15th March following which Delhi ministers and AAP MPs, MLAs and councillors staged a protest at Jantar Mantar against it saying it gives overarching power to the Lieutenant Governor (LG). The bill also makes it mandatory for the Delhi government to take the opinion of the LG before any executive action.
According to the statement of objects and reasons of the bill, the original bill was enacted to supplement the provisions of the Constitution relating to the legislative assembly and a Council of Ministers for Delhi and for matters connected therewith.
The central government said it wanted to clarify the expression "Government", which in the context of legislations to be passed by the Delhi assembly, shall mean the LG of Delhi, consistent with the status of Delhi as a Union Territory to address the ambiguities in the interpretation of the legislative provisions.
The BJP today demanded resignation of the Maharashtra Vikas Aghadi government in the wake of former Mumbai Police Commissioner Param Bir Singh's claim that the state's Home Minister Anil Deshmukh set a 100-crore rupees collection target for the police every month, and sought a CBI inquiry into the allegation.
Raising the issue during Zero Hour in the Lok Sabha amidst protests by the Shiv Sena and the NCP, BJP member Manoj Kotak said that according to Singh's letter to the Chief Minister, the state's Home Minister had asked suspended Assistant Police Inspector Sachin Waze to collect 100 crore rupees from bars and restaurants in the metropolis every month. It is a serious matter. The Home Minister should resign, the Maharashtra government should resign and there should be a CBI inquiry into the whole issue, he said.
Rakesh Singh of the BJP said, the issue is so serious that it can't be termed a state subject as it has a national implication.
Another BJP member Kapil Patil said that it was not for the first theme that such a letter has been written by a senior police officer and even a DGP-rank officer had written a similar letter in the past.
However, Shiv Sena member Vinayak Raut strongly defended the MVA government and claimed that the BJP has been hatching a conspiracy to defame the Shiv Sena-Congress-NCP.
Congress leader in Lok Sabha Ravneet Singh Bittu claimed that the central agencies were being used against opposition ruled states for one or the other pretext.
Finance Minister Nirmala Sitharaman today introduced the National Bank for Financing Infrastructure and Development (NaBFID) Bill 2021 in the Lok Sabha to pave way for setting up of a government-owned DFI to fund infra projects.
The National Bank for Financing Infrastructure and Development will be set up with a corpus of 20,000 crore rupes and the government will give an initial grant of 5,000 crore rupees.
The Lok Sabha has passed ‘The Marine Aids to Navigation Bill, 2021 which seeks to provide for a fresh framework to establish and manage vessel traffic services.
Shipping and Waterways Minister Mansukh Mandaviya said the bill seeks to rename the existing Director General of Lighthouse and Lightships as the Director General to provide a framework for establishment, operation and management of vessel traffic services.
It aims at repealing the colonial Lighthouse Act, 1927, and provides for empowering the Directorate General of Lighthouses and Lightships with additional power and functions.
The Rajya Sabha today witnessed protests from the Treasury benches against Congress and Shiv Sena government in Maharashtra, in connection with the letter by former Maharashtra DGP alleging that the State Home Minister was running an extortion racket. The protests led to adjournment of proceedings during the Question Hour.
The proceedings of the Rajya Sabha began with Chairman M Venkaiah Naidu making a reference to the World Warer Day. March 22, is the World Water Day, a day that is observed to advocate sustainable management of freshwater resources. This year, the United Nation's theme for 'World Water Day' is 'Valuing Water' which highlights the value of water going beyond its mere numerical price.

Parliament has passed the Mines and Mineral (Development and Regulation) Amendment Bill, 2021 with the Rajya Sabha approving it. The Lok Sabha had passed it earlier.
Speaking on the Bill, Minister for Mines Prahlad Joshi said the bill was necessary to ensure exploration of huge reserves of coal in India.
Describing it as a progressive Bill that will bring a big change, he said, before Modiji's arrival, everything worked on discretion, licenses were issued by whims.
Congress member Digvijay Singh wanted to refer the bill to a select committee.
Later, the Rajya Sabha took up the Constitution (Scheduled caste) order (Amendment) Bill 2021. The Bill amends the Constitution (Scheduled Castes) Order, 1950. It replaces the entry for the Devendrakulathan community with DevendrakulaVelalar, which includes the communities that are currently listed separately within the Act.
The 1950 Order also includes the Kadaiyan community within the list of notified SCs in the state. The Bill creates a distinction for the Kadaiyan community based on residence. The separate entry for the Kadaiyan community is replaced with the Kadaiyan community from these 7 districts. Members of the Kadaiyan community living in other districts are included in the DevendrakulaVelalar grouping.
The Bill was moved for consideration by Social Justice minister Thawar Chand Gehlot.
Initiating a discussion on the Bill, Leader of the opposition in the Rajya Sabha Mallikarjun Kharge, while lauding the purpose of the Bill,said that it has been brought with the sole purpose of garnering votes in the Tamil Nadu assembly polls.
Speaking during the debate, Bhupendra Yadav of BJP criticised Congress, for trying to convolute the process of reservation to provide reservation for lower castes. He said that the Kaka Kalekar commmitee reccomnedations as well as that by Mandal commision were not implemented promptly by the Congress.
Manoj Kumar Jha of BJP said that there is a lot of talk on B.R. Ambekar by the BJP but his teachings are not being implemented. Sanjay Singh of AAP said that the BJP had opposed the recommendations of the Mandal commission for OBC reservation.
Satish Chandra Mishra of BSP said that reservation in Uttarakhad for SC has been completely negated.

Defending the bill, BJP member Jagdambika Pal said the measure is in favour of India's growth story. He also noted that while the FDI in the insurance sector will be increased, the government has put in place sufficient safeguards to keep in mind the interests of people.
The Centre today said, the National Capital Territory of Delhi (Amendment) Bill, 2021, which will make it clear that the "government" in Delhi means the "Lieutenant Governor", has been brought to end ambiguity in running the affairs of the national capital and appealed to everyone not to term it as a "political" move since it will be beneficial to the people of the city.
The ruling Aaam Aadmi Party has opposed the Bill and urged the central government to take back the bill.
Initiating the debate in the Lok Sabha, Minister of State for Home G Kishan Reddy said the bill has become necessary as there have been ambiguity in certain issues related to the functioning of the Delhi government and several cases were also filed in courts.
The bill was introduced in the Lok Sabha on 15th March following which Delhi ministers and AAP MPs, MLAs and councillors staged a protest at Jantar Mantar against it saying it gives overarching power to the Lieutenant Governor (LG). The bill also makes it mandatory for the Delhi government to take the opinion of the LG before any executive action.
According to the statement of objects and reasons of the bill, the original bill was enacted to supplement the provisions of the Constitution relating to the legislative assembly and a Council of Ministers for Delhi and for matters connected therewith.
The central government said it wanted to clarify the expression "Government", which in the context of legislations to be passed by the Delhi assembly, shall mean the LG of Delhi, consistent with the status of Delhi as a Union Territory to address the ambiguities in the interpretation of the legislative provisions.
The BJP today demanded resignation of the Maharashtra Vikas Aghadi government in the wake of former Mumbai Police Commissioner Param Bir Singh's claim that the state's Home Minister Anil Deshmukh set a 100-crore rupees collection target for the police every month, and sought a CBI inquiry into the allegation.
Raising the issue during Zero Hour in the Lok Sabha amidst protests by the Shiv Sena and the NCP, BJP member Manoj Kotak said that according to Singh's letter to the Chief Minister, the state's Home Minister had asked suspended Assistant Police Inspector Sachin Waze to collect 100 crore rupees from bars and restaurants in the metropolis every month. It is a serious matter. The Home Minister should resign, the Maharashtra government should resign and there should be a CBI inquiry into the whole issue, he said.
Rakesh Singh of the BJP said, the issue is so serious that it can't be termed a state subject as it has a national implication.
Another BJP member Kapil Patil said that it was not for the first theme that such a letter has been written by a senior police officer and even a DGP-rank officer had written a similar letter in the past.
However, Shiv Sena member Vinayak Raut strongly defended the MVA government and claimed that the BJP has been hatching a conspiracy to defame the Shiv Sena-Congress-NCP.
Congress leader in Lok Sabha Ravneet Singh Bittu claimed that the central agencies were being used against opposition ruled states for one or the other pretext.
Finance Minister Nirmala Sitharaman today introduced the National Bank for Financing Infrastructure and Development (NaBFID) Bill 2021 in the Lok Sabha to pave way for setting up of a government-owned DFI to fund infra projects.
The National Bank for Financing Infrastructure and Development will be set up with a corpus of 20,000 crore rupes and the government will give an initial grant of 5,000 crore rupees.
The Lok Sabha has passed ‘The Marine Aids to Navigation Bill, 2021 which seeks to provide for a fresh framework to establish and manage vessel traffic services.
Shipping and Waterways Minister Mansukh Mandaviya said the bill seeks to rename the existing Director General of Lighthouse and Lightships as the Director General to provide a framework for establishment, operation and management of vessel traffic services.
It aims at repealing the colonial Lighthouse Act, 1927, and provides for empowering the Directorate General of Lighthouses and Lightships with additional power and functions.

The proceedings of the Rajya Sabha began with Chairman M Venkaiah Naidu making a reference to the World Warer Day. March 22, is the World Water Day, a day that is observed to advocate sustainable management of freshwater resources. This year, the United Nation's theme for 'World Water Day' is 'Valuing Water' which highlights the value of water going beyond its mere numerical price.
During the Zero Hour, Mahesh Poddar of the BJP said that the government should expedite the process of closing Jharkhand as the venue for SRMTI institute on mines.
Nominated member Narendra jadhav raised the issue of Cyber attacks on critical infrastructure .
Dr. Sasmit Patra of the BJD raised the issue of subsidy for surplus rice for Odisha.
Rewati Raman Singh of Samajwadi Party, Shakti Sinh Gohil, Neeraj Dangi, all Congress, Manoj Kumar Jha of RJD, Ram Vichar Netam of BJP, K. Ravindra Kumar of TDP, Mamata Mohanta of the BJD, Bhagwat Karad of BJP and Ramnath Thakur of JD(U) raised the matter of public importance.
Parliament has passed the Mines and Mineral (Development and Regulation) Amendment Bill, 2021 with the Rajya Sabha approving it. The Lok Sabha had passed it earlier.
Speaking on the Bill, Minister for Mines Prahlad Joshi said the bill was necessary to ensure exploration of huge reserves of coal in India.
Describing it as a progressive Bill that will bring a big change, he said, before Modiji's arrival, everything worked on discretion, licenses were issued by whims.
Congress member Digvijay Singh wanted to refer the bill to a select committee.
Later, the Rajya Sabha took up the Constitution (Scheduled caste) order (Amendment) Bill 2021. The Bill amends the Constitution (Scheduled Castes) Order, 1950. It replaces the entry for the Devendrakulathan community with DevendrakulaVelalar, which includes the communities that are currently listed separately within the Act.
The 1950 Order also includes the Kadaiyan community within the list of notified SCs in the state. The Bill creates a distinction for the Kadaiyan community based on residence. The separate entry for the Kadaiyan community is replaced with the Kadaiyan community from these 7 districts. Members of the Kadaiyan community living in other districts are included in the DevendrakulaVelalar grouping.
The Bill was moved for consideration by Social Justice minister Thawar Chand Gehlot.
Initiating a discussion on the Bill, Leader of the opposition in the Rajya Sabha Mallikarjun Kharge, while lauding the purpose of the Bill,said that it has been brought with the sole purpose of garnering votes in the Tamil Nadu assembly polls.
Speaking during the debate, Bhupendra Yadav of BJP criticised Congress, for trying to convolute the process of reservation to provide reservation for lower castes. He said that the Kaka Kalekar commmitee reccomnedations as well as that by Mandal commision were not implemented promptly by the Congress.
Manoj Kumar Jha of BJP said that there is a lot of talk on B.R. Ambekar by the BJP but his teachings are not being implemented. Sanjay Singh of AAP said that the BJP had opposed the recommendations of the Mandal commission for OBC reservation.
Satish Chandra Mishra of BSP said that reservation in Uttarakhad for SC has been completely negated.
Responding to the debate, Social Justice minister Thawar Chand Gehlot said that the Bill has nothing to do with the Tamil Nadu elections. Later, the House passed the bill. The bill was passed earlier in the Lok Sabha.
