लोकसभा में कार्यवाही-
पिछले साल मार्च के महीने में क्रूड ऑयल का प्राइज़ 19 डॉलर था, जो बढ़कर फरवरी में 61 डॉलर के लगभग था, आज बढ़कर 65 के लगभग हो गया है। तो ये अपने-आप में दिखाता है कि एक ओर तो क्रूड ऑयल के प्राइजेज भी बढ़े हैं, दूसरी ओर से प्रयास ये भी है कि आने वाले समय में जीएसटी काउंसिल कभी भी तय करे कि आप ने पैट्रोलियम प्रोडेक्ट्स को अगर जीएसटी के अतर्गत लाना है तो तय कर सकें लेकिन ये राज्यों और केन्द्र जब भी जीएसटी काउंसिल की मीटिंग होती है उसमें बैठ करके निर्णय किया जा सकता है।
राजस्व में भरपाई हेतु राज्यों को 4,104 करोड़ रु की अंतिम किश्त
वित्त मंत्रालय ने जीएसटी लागू होने से राजस्व में कमी की भरपाई के लिए राज्यों को चार हजार एक सौ चार करोड़ रुपये की अंतिम साप्ताहिक किश्त जारी कर दी है। इसमें से लगभग चार हजार सत्तासी करोड़ रुपये तेइस राज्यों के लिए जारी किए गए हैं, जबकि करीब 17 करोड़ रुपये केंद्र शासित प्रदेशों- दिल्ली, जम्मू-कश्मीर और पुद्दुचेरी के लिए जारी किए गए हैं। वित्त मंत्रालय के बयान में कहा गया है कि इस राशि के जारी होने के साथ ही वर्ष 2020-21 के बीच राजस्व में अनुमानित एक लाख दस हजार करोड़ रुपये की कमी की शत-प्रतिशत भरपाई कर दी गई है।
लॉकडाउन में अन्य राज्यों के मजदूरों को राहत हेतु रेलवे की सराहना-
लोकसभा में आज 2021-22 के लिए रेल मंत्रालय की अनुदान मांगों पर चर्चा हुई। चर्चा शुरू करते हुए भारतीय जनता पार्टी के सांसद राम कृपाल यादव ने लॉकडाउन के दौरान अन्य राज्यों में जाकर काम करने वाले मजदूरों को राहत उपलब्ध कराने के रेलवे के प्रयासों की सराहना की। उन्होंने कहा कि एनडीए के शासन में रेल के बुनियादी ढांचे की क्षमता बढ़ाने के लिए व्यय को कई गुना बढ़ाया गया है। सरकार रेल नेटवर्क और बुनियादी ढांचे को आधुनिक बनाने के लिए निरंतर कार्य कर रही है।
जलवायु परिवर्तन से निपटने के महत्वपूर्ण प्रयासों के मामले में विश्व ने भारत का नेतृत्व स्वीकार कर लिया है। ये बात पर्यावरण मंत्री प्रकाश जावड़ेकर ने कही. उन्होंने कहा, भारत जी-20 समूह में इकलौता देश है, जिसने अक्षय ऊर्जा और वनीकरण के बारे में पेरिस संधि की प्रतिबद्धताएं लागू की हैं। राज्यसभा में उन्होंने आज (15 मार्च) बताया, भारत 2022 तक 175 गीगावाट सौर ऊर्जा का लक्ष्य हासिल करने के लिए प्रतिबद्ध है। उन्होंने कहा कि सरकार प्रधानमंत्री नरेंद्र मोदी के विजन के अनुरूप 2030 तक 450 गीगावाट अक्षय ऊर्जा का लक्ष्य हासिल करने के लिए भी प्रतिबद्ध है।
विदेश मंत्री एस. जयशंकर ने कहा कि छह वर्ष की विशिष्ट कूटनीति देश की बढ़ती वैश्विक हैसियत का प्रमाण है। विदेश मंत्री ने कोविड की स्थिति और विदेश में रह रहे भारतीयों पर उसके प्रभाव के बारे में आज लोकसभा में बयान दिया। डॉ. जयशंकर ने कहा कि वंदे भारत मिशन के अंतर्गत 98 देशों से 45 लाख से अधिक लोगों को भारत लाया गया। सरकार ने एक लाख से अधिक विदेशी पासपोर्ट धारक लोगों को महामारी के दौरान भारत से वापस लौटने में भी मदद की।
विदेश मंत्री ने कहा कि सरकार अब भारतीय नागरिकों को उनके कार्यस्थल संबंधी देश में भेजने पर ध्यान दे रही है। सरकार ने अब तक ऐसे नागरिकों की सुरक्षित वापसी के लिए 27 देशों के साथ एयर बबल समझौते किए हैं। उन्होंने कहा कि संबंधित सरकारों से आग्रह किया जा रहा है कि भारतीय नागरिकों के रोजगार पर सहानुभूतिपूर्वक विचार किया जाए। इस संबंध में खाड़ी देशों में विशेष ध्यान दिया जा रहा है।

रेल मंत्रालय ने 31 मार्च से स्पेशल ट्रेन सेवाएं रद्द करने की खबरों का खंडन किया है। रेल मंत्रालय ने इन खबरों को भ्रामक और निराधार बताया है। रेलवे ने ऐसी कोई घोषणा नहीं की है। इस संबंध में सोशल मीडिया में फैलाई जा रही खबरों के क्लिप फर्जी हैं। पिछले वर्ष की खबर की वीडियो सोशल मीडिया में फैलाई जा रही है। रेलवे ने स्पष्ट किया है कि इस समय स्पेशल ट्रेन के रूप में चलाई जा रही एक्सप्रेस रेलगाडियां और उप-नगरीय रेलगाड़ियां चलती रहेंगी।

उपराष्ट्रपति एम. वेंकैया नायडू ने आज इस बात पर बल दिया कि भारत अंतर्राष्ट्रीय शासन व्यवस्था के बहुलवाद और लोकतंत्रीकरण को प्रोत्साहन देने में विश्वास करता है। उपराष्ट्रपति निवास में अंतर-संसदीय संघ -आईपीयू के अध्यक्ष दुआते पैचेको के साथ बातचीत में श्री नायडू ने लोकतंत्र और समावेशी विकास के लिए भारत की प्रतिबद्धता दोहराई। उन्होंने कहा कि दुनिया के अनेक देशों में कोविड वैक्सीन की आपूर्ति से इस प्रतिबद्धता का पता चलता है। उन्होंने कहा कि भारत ने 154 से अधिक देशों को कोविड संबंधी चिकित्सा आपूर्ति भी उपलब्ध कराई।

लोकसभा में खान एवं खनिज मंत्री प्रह्लाद जोशी ने आज खदान और खनिज (विकास और विनियमन) विधेयक 2021 पेश किया, जिसमें नीलामी में खनिज ब्लॉकों की संख्या और देश में खनिज उत्पादन बढ़ाने की बात कही गई है। लोकसभा में खान एवं खनिज मंत्री प्रह्लाद जोशी ने विधेयक पेश किया।
कांग्रेस के शशि थरूर ने विधेयक पेश किए जाने का विरोध किया। श्री थरूर ने कहा कि वे तीन बिन्दुओं के आधार पर विधेयक को पेश किये जाने का विरोध कर रहे हैं। कांग्रेस सांसद ने कहा कि इसमें संविधान के प्रावधानों का पालन नहीं किया गया है। इसके प्रावधान जैव विविधता के अनुपालन संबंधी मानकों को पूरा नहीं करते हैं। श्री थरूर ने कहा कि इससे उक्त क्षेत्र में रहने वाले लोगों को खतरे की स्थिति का सामना करना पड़ेगा जो जीवन के अधिकार का उल्लंघन है।
इस पर केंद्रीय मंत्री प्रह्लाद जोशी ने सदन के कामकाज के नियमों का हवाला देते हुए कहा कि संविधान की सातवीं अनुसूची के तहत यह विधेयक लाया गया है। इसमें कहा गया है कि संसद को पूरा अधिकार है कि वह खान एवं खनिज के संदर्भ में कानून बना सकती है। उन्होंने कहा कि संसद जो भी कानून पारित करती है, उसी के अनुसार राज्य को कानून लागू करना होता है। यह स्पष्ट है। उन्होंने कहा कि वे विधेयक पर चर्चा के जवाब में पूरी बात रखेंगे।
लोकसभा में किशोर न्याय (बच्चों की देखभाल एवं संरक्षण) संशोधन विधेयक, 2021 पेश किया गया, जिसमें मामलों का तेजी से निपटारा सुनिश्चित करने तथा जवाबदेही बढ़ाने के लिए जिला मजिस्ट्रेट तथा अतिरिक्त जिला मजिस्ट्रेट को सशक्त बनाया गया है। लोकसभा में महिला एवं बाल विकास मंत्री स्मृति ईरानी ने विधेयक पेश किया। कांग्रेस के शशि थरूर ने सदन के कामकाज के नियम 72 का उल्लेख करते हुए इस विधेयक को पेश किये जाने का विरोध किया। उन्होंने कहा कि इस विधेयक से संवैधानिक प्रावधानों का उल्लंघन होता है। इसमें बाल अधिकारों से जुड़ी कई संस्थाओं की निगरानी को एक एजेंसी के तहत लाया जा रहा है।
इस पर स्मृति ईरानी ने कहा कि यह विधेयक लाने का केंद्र सरकार को पूरा अधिकार है। इस विधेयक के लिए राज्यों से बात की गई और केरल ने भी इसका समर्थन किया। उन्होंने कहा कि बाल कल्याण समितियों को ज्यादा ताकत दी जा रही है। इससे बच्चों के बेहतर ढंग से संरक्षण में मदद मिलेगी। उल्लेखनीय है कि इस विधेयक के माध्यम से किशोर न्याय (बच्चों की देखभाल एवं संरक्षण) अधिनियम, 2015 में संशोधन किया जा रहा है।
लोकसभा में नौचालन के लिये सामुद्रिक सहायता विधेयक 2021 पोत परिवहन मंत्री मनसुख मंडाविया ने पेश किया गया, जिसके माध्यम से समुद्री नौवहन के क्षेत्र में प्रौद्योगिकी संबंधी बदलाव को ध्यान में रखते हुए पोत यातायात सेवाओं के लिये नया ढांचा तैयार करने एवं उनका प्रबंधन सुगम बनाने का प्रस्ताव किया गया है। विधेयक के उद्देश्यों एवं कारणों में कहा गया है कि समय-समय पर सामुद्रिक क्षेत्र में बहुत परिवर्तन हुए हैं और नौचालन के लिये सामुद्रिक सहायता के क्षेत्र में प्रौद्योगिकी का काफी विकास हुआ है। इसमें जलयान यातायात सेवा और नौचालन सहायता का विविधीकरण शामिल है जिसके अंतर्गत प्रकाश स्तम्भ और प्रकाश पोतों से भिन्न तकनीकी सहायता शामिल है। इसमें कहा गया है कि नौचालन के लिये सामुद्रिक सहायता की भूमिका ‘रेडियो और डिजिटल’ आधारित हो गई है। ऐसे में सरकार और उक्त अधिनियम की धारा 3 के तहत नियुक्त महानिदेशक की भूमिका व्यापक हो गई है।
इसके अंतर्गत नौचालन के लिये सामुद्रिक सहायता पद का प्रकाश स्तम्भ के स्थान पर उपयोग करने का प्रावधान किया गया है, ताकि कानूनी रूप से नौचालन के संबंध में समुद्री सहायता के लिये आधुनिक विधियों का और बेहतर उपयोग किया जा सके। लोकसभा में विदेश मंत्री एस. जयशंकर ने विदेश में रहने वाले भारतीयों, गैर-निवासी भारतीयों (एनआरआई) और भारतीय मूल के लोगों (पीआईओ) के कल्याण से संबंधित हाल के घटनाक्रमों पर बयान दिया। उन्होंने कहा कि सरकार विदेशों में काम करने वाले लोगों के रोजगार की चिंताओं से पूरी तरह से अवगत है और उम्मीद करती है कि खाड़ी क्षेत्र के देश ऐसे भारतीयों की वापसी को सुगम बनाने में मदद करेंगे जिन्हें कोविड-19 के कारण भारत लौटने को मजबूर होना पड़ा था। लोकसभा में आज वित्त वर्ष 2021-22 के लिए रेल मंत्रालय के नियंत्रणाधीन अनुदानों की मांगों पर चर्चा शुरू हुई। समाचार लिखे जाने तक रेल मंत्रालय के नियंत्रणाधीन अनुदानों की मांगों पर चर्चा जारी थी।
राज्यसभा में कार्यवाही (15 मार्च) की समीक्षा
इससे पहले अश्विनी वैष्णव ने यह मुद्दा उठाते हुए कहा कि रश्मि के अभिभावक हिंदू हैं और इसे लेकर एक फैकल्टी सदस्य ने खुलेआम उन्हें निशाना बनाया।
विदेश मंत्री ने कहा ‘‘ब्रिटेन का मित्र होने की वजह से हमें भी उस देश की प्रतिष्ठा पर इसके प्रभाव के बारे में चिंता है। उन्होंने कहा कि जरूरत के मुताबिक भारत, ब्रिटेन के समक्ष वहां हुई नस्लवाद की कथित घटनाओं का मुद्दा उठाएगा। उन्होंने कहा कि कर्नाटक के उडूपी की मेधावी छात्रा रश्मि सावंत ने हर चुनौती पार की और ऑक्सफोर्ड विश्वविद्यालय के छात्र संघ के अध्यक्ष पद पर निर्वाचित पहली भारतीय महिला होने का गौरव हासिल किया।
राज्यसभा ने हरियाणा के कुंडली और तमिलनाडु के तंजावुर स्थित खाद्य प्रौद्योगिकी क्षेत्र के दो संस्थानों को राष्ट्रीय महत्व के संस्थान का दर्जा देने के प्रावधान वाले विधेयक को आज मंजूरी प्रदान कर दी। विधेयक पर हुई संक्षिप्त चर्चा का जवाब देते हुए कृषि एवं कल्याण मंत्री नरेंद्र सिंह तोमर ने कहा कि सरकार की नीतियां उत्पादन केंद्रित रहने की वजह से देश में उत्पादन बेहतर हुआ, लेकिन फसल का प्रबंधन आज भी संकट का विषय बना हुआ है। भंडारण की दिशा में अभी बहुत काम करना है। उन्होंने कहा कि खाद्य प्रसंस्करण का क्षेत्र कई समाधान दे सकता है, खाद्य पदार्थों की बर्बादी रोक सकता है, रोजगार दे सकता है और हमारे उत्पादों को विश्व स्तर पर स्थापित कर सकता है।
कृषि मंत्री ने किसान संपदा योजना का जिक्र किया और इसके तहत हुए काम को महत्वपूर्ण बताते हुए उन्होंने कहा कि इससे चार लाख 44 हजार रोजगार सृजित हुए और लाखों किसानों को इससे फायदा हुआ। उच्च सदन में आज वित्त मंत्री निर्मला सीतारमण ने बीमा क्षेत्र में प्रत्यक्ष विदेशी निवेश की सीमा बढ़ा कर 74 फीसदी करने के उद्देश्य से बीमा कानून में संशोधन के लिए एक विधेयक पेश किया। फिलहाल, जीवन और साधारण बीमा क्षेत्र में मालिकाना हक और प्रबंधन नियंत्रण भारतीय के पास होने के साथ स्वीकार्य एफडीआई सीमा 49 प्रतिशत है।
प्रधानमंत्री नरेंद्र मोदी ने कथकली गुरू चेमनचेरी कुनिरामन के निधन पर गहरा दुख व्यक्त किया है। श्री मोदी ने कहा कि कथकली गुरू नायर भारतीय संस्कृति और आध्यात्मिकता के प्रति जुनून के लिए प्रसिद्ध थे। उन्होंने हमारे शास्त्रीय नृत्य की विधाओं के क्षेत्र में प्रतिभाओं को प्रोत्साहन देने के लिए अनुकरणीय प्रयास किए। 105 वर्षीय चेमनचेरी कुनिरामन नायर का आज तडके केरल के कोजीकोड में निधन हो गया। उन्हें 2017 में पदमश्री दिया गया।
A number of bills were introduced in the Lok Sabha today before taking up a discussion on the Demand for Grants on the Railway Ministry. With the objective of giving a proper interpretation of a Supreme Court ruling, the government introduced a bill that seeks to define certain role and powers of the Lieutenant Governor of Delhi.
Minister of State for Home Affairs G Kishan Reddy introduced the Government of National Capital Territory of Delhi (Amendment) Bill, 2021.
Mines Minister Pralhad Joshi introduced a bill to amend the Mines and Mineral (Development and Regulation) Act, 1957. The amendments are aimed at bringing mega reforms in the mines sector with resolution of legacy issues, and making a large number of mines available for auction. It will help strengthen the auction-only regime and boost transparency in the system.
Shashi Tharoor of the Congress opposed the bill saying it fails to acknowledge the adverse impact on environment and bio-diversity. He said it is a threat to the lives of the people residing close to the mines. Responding to this, Mr Joshi said the regulation of mines and mineral development are under the control of centre.
The discussion was continuing till the writing of the script.
A bill to amend the Juvenile Justice (Care and Protection of Children) Act 2015, which seeks to increase the role of district magistrates and additional district magistrates, was also introduced in the Lok Sabha.
Mr. Tharoor opposed the bill at the introduction stage but Women and Child Development Minister Smriti Irani rejected the points raised by him.
Initiating the discussion on the Demand for Grants on Railways, Ram Kripal Yadav of the BJP asserted that the Indian Railways has rendered yeoman service during the coronavirus pandemic by transporting 43 lakh migrant labourers, distributing two crore free food packets and making available several hundred rail coaches to be used as healthcare centres. Mr. Yadav said 513 projects worth 1.83 lakh crore rupees have been completed during the National Democratic Alliance (NDA) regime.
Congress member Ravneet Singh said migrant labourers and the poor suffered during the coronavirus-induced lockdown. They did not get the benefits they should have got.
Replying to Singh,Thakur, who is the minister of state in the finance ministry, said during the lockdown, migrant labourers faced hardships while returning home and listed the steps taken by the government to provide relief to the migrant workers during the lockdown. The Minister said there were instances where someone donated the entire pension amount to PM Cares Fund. Even those who got wages through MNREGA scheme also donated money to the PM Cares Fund just to help others, Mr.Thakur said.
External Affairs Minister S Jaishankar said India is fully cognizant of the employment concerns of the people working abroad and expects governments in the Gulf to be helpful in facilitating the early return of those compelled to return home due to the COVID-19 pandemic. Making a statement in the Lok Sabha on the recent developments pertaining to the welfare of the Indians abroad, NRIs and PIOs, the Minister said the focus of the government’s efforts in the last few months has now shifted to Indians going back to their usual places of work, study and domicile. He said air transport bubble arrangements have been concluded with 27 countries so far in this regard. He said the government is fully cognizant of the employment concerns that Indians abroad have in the context of the Covid-19 pandemic.
Especially in the Gulf, there has been tremendous economic and social disruption that has impacted them, the Minister said adding that New Delhi has softened it somewhat but the real challenges are still there to be addressed. He assured the House that the government will take up this on a priority basis.
The External Affairs Minister said, the government has led the way for an economic recovery at home, and similar untiring efforts are being made to help renew livelihoods of Indians abroad. The Minister said the air travel arrangements are a necessary enabling measure. But beyond that, the government has been active in urging the foreign governments to look sympathetically at the employment of the Indian citizens as they chart their own recovery pathway. The Gulf has been the focal point of our endeavours, though this is a global effort on our part, the Minister said.
In recent months, Prime Minister Narendra Modi has engaged the leaders of Saudi Arabia, UAE, Qatar and Oman, while Mr. Jaishankar has travelled to UAE, Qatar, Bahrain and Oman to discuss with the governments the welfare of people there. The Minister said that he has recently hosted the UAE Foreign Minister in India and expected to do so with that of Kuwait very soon. He said during his recent interactions, New Delhi has a reason to expect that partner governments in the Gulf would be helpful in facilitating the early return of many who were compelled to go back because of the pandemic. He said the support extended from India for the stay and travel of Indian citizens was warmly acknowledged by the community and the governments alike.
The provision of medical supplies and food items from India as an exceptional gesture to the Gulf during this period clearly had powerful resonance. So did the arrival of health professionals and medical staff, especially the dedicated medical team India sent to Kuwait, Mr Jaishankar said.
The External Affairs Minister said ambassadors and senior officials have been in regular touch with most community organisations and get their feedback on both the health situation and the economic recovery. He said the government is aware that there are problems of compensation, re-employment and re-skilling that need solutions. And these are today the core of New Delhi’s agenda with its partner governments. He said the welfare of students studying abroad has also been of particular concern and Embassies across the world have been given instructions to reach out to them, monitor their situation and assist their return, the Minister said.
The External Affairs Minister said the focus has now shifted to their going back to universities. Some countries have been more open in this regard than others, obviously reflecting their particular COVID challenge. This, therefore, remains a high priority and our endeavour will be to encourage an early return to normalcy, he added. The Minister said under air transport bubbles, which are temporary reciprocal arrangements for commercial passenger services until the resumption of regular international flights, the Air India group alone has operated more than 9,500 flights, taking 10.9 lakh passengers abroad so far. The largest numbers have gone to the Gulf.
Recalling the predicament of two crews who were in particular difficulty outside Chinese ports, the Minister said the situation was also eventually resolved through great perseverance. The Minister said New Delhi will continue to interact with many governments to devise more friendly SOPs for crew change requirements, Mr. Jaishankar noted. He said serious problems were faced by fishermen who were working out of Iran. Some Gulf nations also witnessed this, perhaps to a lesser degree.
With technological changes taking place at a fast pace in marine navigation, a bill was introduced in the Lok Sabha today to replace an over-nine-decade-old law governing lighthouses. The Marine Aids to Navigation Bill, 2021 seeks to provide for a fresh framework to establish and manage vessel traffic services besides use of the term “marine aids to navigation” instead of lighthouse to enable further use of modern forms of aids to navigation.
The bill, moved by Ports, Shipping and Waterways Minister Mansukh Mandaviya, also seeks to rename the existing Director General of Lighthouse and Lightships as the Director General to provide a framework for establishment, operation and management of vessel traffic services. The bill aims at repealing the colonial Lighthouse Act, 1927, and provides for empowering the Directorate General of Lighthouses and Lightships (DGLL) with additional power and functions. It proposes to incorporate the global best practices, technological developments and India's international obligations in the field of marine navigation.
Union Chemicals and Fertilisers Minister D V Sadananda Gowda today introduced a bill in the Lok Sabha that seeks to provide the national importance tag to six pharmaceutical education and research institutes in the country. The National Institute of Pharmaceutical Education and Research (Amendment) Bill, 2021 provides for granting the status of nation importance to the six institutes in Ahmedabad, Guwahati, Hajipur, Hyderabad, Kolkata and Raebareli.
Rajya Sabha saw the passage of the National Institutes of Food Technology, Entrepreneurship and Management Bill, 2019 by voice vote. The Bill declares National Institute of Food Technology Entrepreneurship and Management, Kundli and the Indian Institute of Food Processing Technology, Thanjavur, as National Institutes of Food Technology, Entrepreneurship and Management.
Agriculture Minister Narendra Singh Tomar while replying to the discussion on the bill said all policies of national importance would be implemented in these institutions along with applicable reservations. He was clarifying doubts by some members on the implementation of reservation policy in these institutes.
The Upper House also saw a debate on the working of the Ministry of Jal Shakti, where members raised several issues relating to water and irrigation facilities in their respective areas.
External Affairs Minister S Jaishankar made a Statement in the house on 'Recent Developments Pertaining to the Welfare Abroad of Indians, NRIs and PIOs'. He said the government was in touch with the Gulf countries and expected them to be helpful in facilitating the early return of Indians to work who were compelled to quit jobs on account of the COVID-19 pandemic.
The Minister said India is fully cognizant of the plight of Indian workers and students abroad on account of the COVID-19 pandemic, and has repatriated till date 45.82 lakh people from 98 countries under the Vande Bharat Mission. He said re-employment concerns of people working abroad will be addressed by the government and that it is working to improve the economic growth and create job opportunities.
Mr. Jaishankar said the focus of the government's efforts in the last few months has now shifted to Indians returning to their usual places of work, study and domicile and air transport bubble arrangements have concluded with 27 countries. He hoped a good economic recovery would result in job opportunities. The Minister said, in situations where people will either not return or have delays in going back, the government has started a skills mapping programme especially for workers coming back from the Gulf.
