रेलवे भारत की संपत्ति है और उसका कभी निजीकरण नहीं होगा। ये बात रेल मंत्री पीयूष गोयल ने लोकसभा में आज (16 मार्च) कही। उन्होंने कहा, यात्रियों को अच्छी सुविधाएं मिलें, रेलवे के जरिये अर्थव्यवस्था को मजबूती मिले ऐसे कार्यों के लिये निजी क्षेत्र का निवेश देशहित में होगा। लोकसभा में वर्ष 2021-22 के लिए रेल मंत्रालय के नियंत्रणाधीन अनुदानों की मांगों पर चर्चा का जवाब देते हुए पीयूष गोयल ने कहा कि दुर्भाग्यपूर्ण स्थिति है कि कई सांसद निजीकरण और कॉर्पोरेटाइजेशन का आरोप लगाते हैं।
मंत्री के जवाब के बाद सदन ने वित्त वर्ष 2021-22 के लिए रेल मंत्रालय के नियंत्रणाधीन अनुदानों की मांगों को मंजूरी दे दी। रेल मंत्री ने कहा- सड़कें भी सरकार ने बनाई है तो क्या कोई कहता है कि इस पर केवल सरकारी गाड़ियां चलेंगी। ...सड़कों पर सभी तरह के वाहन चलते हैं तभी प्रगति होती है और तभी सभी को सुविधाएं मिलेंगी। ...क्या रेल यात्रियों को अच्छी सुविधाएं नहीं मिलनी चाहिए। ...मालवाहक ट्रेनें चलें और इसके लिए अगर निजी क्षेत्र निवेश करता है तो क्या इस पर विचार नहीं होना चाहिए। (पीयूष गोयल, रेल मंत्री ने लोकसभा में बोलते हुए आज (16 मार्च 2021) और महत्वपूर्ण बात क्या कहा, सुनें- पढ़ें व सुनें-

मंत्री ने कहा कि पिछले सात वर्ष में रेलवे में लिफ्ट, एस्केलेटर एवं सुविधाओं के विस्तार की दिशा में अभूतपूर्व काम किये गए। उन्होंने कहा कि यदि हमें अत्याधुनिक विश्वस्तरीय रेलवे बनाना है तो बहुत धन की आवश्यकता होगी। अगर निजी निवेश भी आए तो देश हित में, यात्रियों के हित में है। निजी क्षेत्र जो सेवाएं देगा, वे भारतीय नागरिकों को मिलेंगी। रोजगार मिलेंगे, देश की अर्थव्यवस्था बढ़ेगी। ... सरकार और निजी क्षेत्र जब मिलकर काम करेंगे, तभी देश का उज्ज्वल भविष्य बनाने में सफल होंगे।
उन्होंने कहा, पिछले साल सितंबर से इस साल फरवरी तक छह महीने में देश में रेलवे ने हर महीने जितनी माल ढुलाई की है, वह भारतीय रेल के इतिहास में सर्वाधिक है। रेल मंत्री ने कहा, अगर राज्य सरकारें सहयोग करें तो हर रेल परियोजना को समय पर पूरा किया जा सकता है। पश्चिम बंगाल में रेल परियोजना के लिए धनराशि देने के बावजूद जमीन नहीं मिली। अब पैसे वापस लेने की कोशिश हो रही है। यह हर परियोजना के साथ हो रहा है।
रेल मंत्री ने कहा कि अगर राज्य सरकारें सहयोग करें और जमीन समय पर मिल जाए तो परियोजनाओं को जल्द पूरा किया जा सकता है। मुंबई-अहमदाबाद बुलेट ट्रेन परियोजना का उल्लेख करते हुए उन्होंने कहा, महाराष्ट्र में जमीन सिर्फ 24 फीसदी उपलब्ध हुई। अगर महाराष्ट्र सरकार जमीन उपलब्ध करा दे तो यह काम जल्द पूरा कर लिया जाएगा। उन्होंने कश्मीर में रेल मार्ग के निर्माण का उल्लेख करते हुए कहा कि अगले डेढ़-दो साल में कश्मीर से कन्याकुमारी रेलवे से जुड़ जाएगा। उन्होंने पंजाब में रेल परियोजनाओं की जानकारी देते हुए कहा कि विपक्ष के लोगों ने भले ही किसानों को गुमराह कर दिया है, लेकिन केंद्र सरकार राज्य के साथ कोई भेदभाव नहीं कर रही।
उन्होंने कहा कि 2004 से 2009 के बीच रेलवे में हर वर्ष औसतन 25 हजार करोड़ का निवेश हुआ और 2009 से 2014 के बीच हर वर्ष औसतन 45 हजार करोड़ का निवेश हुआ। 2014 से 2019 के बीच निवेश लगभग दोगुना होकर हर साल औसतन एक लाख करोड़ रुपये का हो गया। उन्होंने कहा कि सरकार ने कोविड के समय कई ऐसी परियोजनाओं को पूरा किया जो पूरी नहीं हो पा रहीं थीं और जिनके लिए रेल यातायात को बंद करना पड़ता था। उन्होंने कहा कि ऐसी लगभग 350 परियोजनाओं को पूरा किया गया। रेल मंत्री ने कहा कि रेलवे से जुड़े किसी हादसे में अंतिम व्यक्ति की मृत्यु मार्च 2019 में हुई थी और तब से इस साल मार्च तक पिछले दो साल में रेलवे दुर्घटनाओं में एक भी यात्री की मृत्यु नहीं हुई।

राज्यसभा में कार्यवाही (16 मार्च) की समीक्षा...
राज्यसभा में जल शक्ति मंत्री गजेन्द्र सिंह शेखावत ने बताया कि आगामी 22 मार्च से पूरे देश में एक बार फिर जलशक्ति अभियान शुरू किया जा रहा है जो देश के सभी 700 जिलों में चलेगा।
उन्होंने अपने मंत्रालय के कामकाज पर हुई चर्चा के उत्तर में यह भी बताया कि जलजीवन मिशन के तहत 1.91 लाख करोड़ रु की लागत वाली विभिन्न परियोजनाओं का क्रियान्वायन जारी है। जल शक्ति मंत्रालय के कामकाज पर उच्च सदन में कल चर्चा हुई थी। उन्होंने कहा कि 25 दिसंबर 2019 को जल शक्ति अभियान का पहला चरण शुरू हुआ। लॉकडाउन के उपरांत भी लगभग 15 माह में ही तीन करोड़ 85 लाख घरों में नल से पानी पहुंचाया जा रहा है, जबकि पूर्ववर्ती कांग्रेस सरकार के समय यह आंकड़ा तीन करोड़ 23 लाख घरों का था। उन्होंने कहा कि अब 85 हजार गांवों में महिलाओं को पानी लेने के लिए घरों से बाहर नहीं जाना पड़ता, यह एक बड़ी उपलब्धि है।
उन्होंने कहा, अब पीने के पानी की गुणवत्ता की जांच के लिए, इस बारे में जागरुकता फैलाने की खातिर देश के प्रत्येक जिले में, हर ब्लॉक में इसकी गुणवत्ता की जांच के लिए प्रयोगशाला स्थापित करने की योजना बनाई है। इसके बाद जल शक्ति अभियान शुरु हुआ जिसके तहत देश के 256 जिले चिह्नित कर वहां अधिकारियों को भेजा गया। इस कार्य में वनीकरण, परंपरागत जल स्रोतों का पुनरुद्धार, जल संरक्षण, जल संचयन जैसे मुद्दों पर ध्यान केंद्रित किया गया।
मंत्री के जवाब के बाद सदन ने विधेयक को ध्वनिमत से पारित कर दिया। इससे पहले सदन ने विधेयक को प्रवर समिति में भेजने सहित अन्य विपक्षी संशोधनों को अस्वीकार कर दिया वहीं सरकार द्वारा लाए गए संशोधनों को स्वीकार कर लिया।
स्वास्थ्य मंत्री हर्षवर्धन ने राष्ट्रीय सहबद्ध और स्वास्थ्य देखरेख वृत्ति आयोग, विधेयक-2020 प्रस्तुत किया और कहा कि यह विधेयक सहबद्ध और स्वास्थ्य देखरेख करने वाले पेशेवरों के लिए मील का पत्थर साबित होगा। इस विधेयक को संबंधित संसदीय समिति की स्वीकृति मिल चुकी है और इसे 15 सितंबर 2020 को इस सदन में प्रस्तुत किया गया था। उन्होंने कहा कि यह मील का पत्थर साबित होने वाली पहल है। इसमें लोगों व स्वास्थ्य संबंधी पेशेवरों के लिए स्वास्थ्य सेवाएं प्रदान करने के मामले में भविष्य बदलने की क्षमता है।
विधेयक पर चर्चा में विपक्षी सदस्यों ने इसे अधूरा बताते हुए कहा कि इसमें कई पहलुओं की उपेक्षा कर दी गई है। वहीं सत्ता पक्ष ने इसे सहबद्ध और स्वास्थ्य पेशेवरों के लिए महत्वपूर्ण करार दिया। मंत्री के जवाब के बाद विधेयक को ध्वनिमत से स्वीकृति दे दी गई।
राज्यसभा के मनोनीत सदस्य स्वप्न दासगुप्ता ने पश्चिम बंगाल विधानसभा चुनाव में अपनी उम्मीदवारी की घोषणा के बाद आज उच्च सदन की सदस्यता से त्यागपत्र दे दिया। उन्हें पश्चिम बंगाल विधानसभा चुनाव में भाजपा ने तारकेश्वर सीट से अपना उम्मीदवार बनाया है।

Railway Minister Piyush Goyal has ruled out privatization of the Indian Railways but said private investment will be encouraged for more efficient functioning. Replying to a discussion on the Demands for Grants for Railways in the Lok Sabha today, he said there has been no death of any passenger in rail accidents in the past two years as the railways has been putting enormous focus on the safety of the passengers.
The House later passed the Demands for Grants for Railways for 2021-22. He said the country can progress towards high growth and create more employment opportunities only when the public and private sectors work together. He categorically said the Indian Railways will never be privatised as it is the property of every Indian and will remain so. The Minister said the government is working to make Indian Railways the engine of growth.
He sought cooperation of the state governments in the land acquisition for faster implementation of rail projects. He said if Maharashtra government gives support and makes available land in Bandra Kurla for terminal then high-speed bullet train using Japanese technology, will come into India. He said 95 per cent land has been acquired in Gujarat and land has also been acquired in Daman and Diu. However, in Maharashtra, only 24 per cent land has been acquired, he said. The Minister said the government is planning to complete electrification of the Railways by December 2023.
He said, the Modi government has hiked investment in railways to 2.15 lakh crore rupees in 2021-22 fiscal, from 1.5 lakh crore rupees in 2019-20 fiscal. The House witnessed a war of words between the opposition Congress and the government over sedition cases with the opposition party alleging that the stringent law is being misused, drawing a sharp retort from the Minister of State for Home Affairs, G Kishan Reddy, who asked it not to lecture others on democracy.
During the Question Hour, Anumula Revanth Reddy (Congress) sought the number of cases registered under the offence of sedition across the country during the last 10 years along with the conviction rate and the steps taken for their speedy trial. The focus of his question was on climate activist Disha Ravi, who was arrested in the farmer protest toolkit case earlier this year and later granted bail, and cases registered against farmer union leaders after the January 26 violence in the national capital.
During the Question Hour, Anumula Revanth Reddy (Congress) sought the number of cases registered under the offence of sedition across the country during the last 10 years along with the conviction rate and the steps taken for their speedy trial. The focus of his question was on climate activist Disha Ravi, who was arrested in the farmer protest toolkit case earlier this year and later granted bail, and cases registered against farmer union leaders after the January 26 violence in the national capital.
The Minister tabled a written response to the question giving the details of sedition cases registered between 2014 and 2019. The Minister said there is no direct involvement of the Centre in sedition cases. However, Reddy was not satisfied with the response and sought more details. He also wanted to know whether there is a proposal to drop the alleged false charges against farmer union leaders protesting against the Centre's three farm laws.
Responding to this, the Minister said the National Crime Records Bureau (NCRB) data is based on the information received from all the states.
Ravneet Singh of the Congress said privatisation of public sector banks will compromise financial security as private sector banks will extend credit to large businesses and not think about the poor. He said 10 lakh employees of 9 public banks are on strike to protest privatisation and asked the Government to start dialogue with the employee unions.
Lok Sabha has taken up discussion on the demands for grants of the Ministry of Education for 2021-22.
Participating in the discussion, Congress member Shashi Tharoor welcomed the Government’s decision to bring in National Education Policy. He said, the government has reduced budgetary allocations for several educational schemes. He said, there is a need to bridge the digital divide gap by allocating more funds on key educational schemes.
BJP member Sanjay Jaiswal praised the new education policy and said it will change the wrong education being imparted to children in the past. He wondered how many children will know about poet Kalidasa who many might know as the Shakespeare of the East. Jaiswal also urged the government to do something with respect to coaching centres and to ensure that there are no coaching classes for engineering and medical examinations before a student completes tenth class.
Tejaswi Surya of BJP said, the new education policy has removed artificial discrimination between curriculum and extra curriculum. He said, Prime Minister Modi-led government has increased educational institutions by quality and quantity.
Shiv Sena member Arvind Sawant said, more focus should be given on infrastructure at primary school level.
Ritesh Pandey of BSP said, only 21 percent of women are going for higher education because of various social and financial circumstances. Faizal Mohammad of NCP and Hasnain Masoodi of National Conference also participated in the debate. The discussion on this bill was continuing till the writing of this news.

The work is underway in projects worth 1.91 lakh crore rupees under the flagship Jal Jeevan Mission aimed at providing drinking water to every rural household in the country.This was said by Jal Shakti Minister Gajendra Singh Shekhawat in the Rajya Sabha today (16 March), while replying to a discussion on the working of the Jal Shakti Ministry, Mr. Shekhawat said the Centre was in touch with the states for effective implementation of the projects. Terming the scenario as challenging, he said a number of steps were initiated by Prime Minister Narendra Modi as he understood the plight, pain and sufferings of the people. Stating that water crisis can have a negative impact on the GDP by six per cent, the Jal Shakti Minister said that India's water requirement would double by 2030 and grow four times by year 2050.
In this context, he said the government will launch a campaign in 700 districts on 22nd of this month. Mr Shekhawat said Prime Minister Narendra Modi has fixed 2024 as the target for providing water to every home. He attacked the opposition for raising questions over the intent of the government. He pointed that more than 3.77 crore households were provided tap water connections under the mission saying that Modi hai to mumkin hai meaning Modi can make it possible. Jal Jeevan Mission, the 3.6 lakh crore rupees flagship programme of the Narendra Modi government, aims at providing tap water connections to all rural households by 2024.
He said with the initiatives by the Centre from remote areas in Leh and Ladakh to Jaisalmer and Saurashtra, people were getting potable water at home. Mr. Shekhawat said about 2.5 lakh representatives in Gram Sabhas were sent personalised letters by Prime Minister Modi to conserve water, and meetings were held in two lakh villages. As many as 256 districts were identified, officials were sent to these districts and were apprised on afforestation, water conservation, he said. The Minister attacked the opposition-ruled states for not utilising central funds.
Swapan Dasgupta, a nominated member of the House, has tendered his resignation today after being named as a BJP candidate in the West Bengal assembly elections.
Finance Minister Nirmala Sitharaman informed the members that funds under the Members of Parliament Local Area Development Scheme (MPLADS) for 2019-20 have been released. B Lingaiah Yadav of the TRS had raised the matter during the Zero Hour.
Responding on this, Finance Minister Sitharaman said several members from different parties had made representations in this regard. The Minister said it is well known that for 2020-21 and 2021-22, the decision had been taken that no new commitments for MPLADS will be made, and therefore, no allocation will be made, she said. She said, whatever commitments have been made for the year 2019-20 will be honoured. She also informed the members that the Reserve Bank is taking necessary measures to strengthen its regulatory and supervisory capacity, and expressed hope that the steps will ensure no regulatory mishaps take place in the future.
She said the government has been engaging with the RBI to ensure that the regulatory and supervisory functions of the RBI are strengthened. The Minister said that she was assured by the RBI Governor that internally an institutional mechanism is being further strengthened. Sitharaman said this during the Question Hour in the Rajya Sabha. In a separate issue, she said that permission to new private banks for conducting government-related business will be given under the RBI guidelines. She said the government has now only indicated the RBI to allow other private banks to perform government-related business to ensure there is a level playing field.
In reply to a question, Minister of State for Finance and Corporate Affairs Anurag Singh Thakur said there is a clear definition in the Schedule 7 of the Companies Act-2013 where all CSR funds can be spent. He also said food items in the consumer price index are showing a month-on-month decline.
Rajya Sabha today passed a bill which seeks to provide for regulation and maintenance of standards of education and services by allied and healthcare professionals. The National Commission for Allied and Healthcare Professions Bill-2020, was passed by Rajya Sabha through a voice vote.
Replying to a debate on the bill, Health Minister Harsh Vardhan said that of the 110 recommendations made by a parliamentary committee on it, the government accepted 102 while six recommendations were accepted with slight modifications. Only two recommendations were not accepted. The bill provides for regulation and maintenance of standards of education and services by allied and healthcare professionals, assessment of institutions, maintenance of a central register and state register and creation of a system to improve research and development and adoption of latest scientific advancement.
Rajya Sabha also passed a bill to raise the upper limit for permitting abortions from the present 20 weeks to 24 weeks for "special categories of women" including rape survivors, victims of incest, minors and the differently-abled. The Medical Termination of Pregnancy (Amendment) Bill, 2020 to amend the Medical Termination of Pregnancy Act, 1971 was passed by voice vote. The bill was passed by Lok Sabha about a year ago.
A demand to send the bill to a select committee of Rajya Sabha was defeated by voice vote, along with some other amendments proposed by members.
Union Health Minister Harsh Vardhan said the amendments in the bill have been made after studying global practices and wide consultation within the country. He said, this is to preserve and protect dignity of women. The minister said the suggestions and objections made to the bill by some members were symbolic in nature and aligned with their party ideology.
Harsh Vardhan told the House that extensive consultations were done before the bill was passed in the Lok Sabha last year and it was also approved by the Ethics Committee and a Group of Ministers headed by Nitin Gadkari. He said the bill is a step towards safety and well-being of a woman and it will enlarge the ambit and access of women to safe and legal abortion without compromising on safety and quality of care. Vardhan told the House that the bill will also ensure dignity, autonomy, confidentiality and justice for women who need to terminate pregnancy.
Congress leader Pratap Singh Bajwa submitted a resolution to send it to a select committee.
Fauzia khan of NCP, Binoy Viswam of CPI, Santanu Sen of AITC, Chaudhary Sukhram Singh Yadav of Samajwadi party, Jharna Das Baidya of CPI-M asnd Priyanka Chaturvedi of Shiv Sena also participasted in the debate.
During Zero Hour, Leader of the Opposition and Senior Congress leader Mallikarjun Kharge raised the issue of two-day nationwide bank strike. He said the government has taken a decision to privatise two public sector banks without consulting the 75 crore account holders, who too are the stakeholders.
Sanjay Singh of Aam Aadmi Party, Shaktisinh Gohil of Congress, M Shanmugam of DMK, Rewati Raman Singh of Samajwadi Party and Ram Nath Thakur of JD-U also raised issues of public importance.
The government has said that five states - Maharashtra, Punjab, Karnataka, Gujarat and Tamil Nadu continue to report a surge in the COVID daily new cases. Union Health Ministry said, more than 79 per cent of the new cases are reported from these states in the last 24 hours. Maharashtra has reported the highest daily new cases at over 15 thousand. It is followed by Punjab with one thousand 818 cases while Kerala reported over one thousand new cases. Kerala is reporting a consistently declining trend over the last month.

Replying to a debate on the bill, Health Minister Harsh Vardhan said that of the 110 recommendations made by a parliamentary committee on it, the government accepted 102 while six recommendations were accepted with slight modifications. Only two recommendations were not accepted. The bill provides for regulation and maintenance of standards of education and services by allied and healthcare professionals, assessment of institutions, maintenance of a central register and state register and creation of a system to improve research and development and adoption of latest scientific advancement.
Rajya Sabha also passed a bill to raise the upper limit for permitting abortions from the present 20 weeks to 24 weeks for "special categories of women" including rape survivors, victims of incest, minors and the differently-abled. The Medical Termination of Pregnancy (Amendment) Bill, 2020 to amend the Medical Termination of Pregnancy Act, 1971 was passed by voice vote. The bill was passed by Lok Sabha about a year ago.
A demand to send the bill to a select committee of Rajya Sabha was defeated by voice vote, along with some other amendments proposed by members.
Union Health Minister Harsh Vardhan said the amendments in the bill have been made after studying global practices and wide consultation within the country. He said, this is to preserve and protect dignity of women. The minister said the suggestions and objections made to the bill by some members were symbolic in nature and aligned with their party ideology.
Harsh Vardhan told the House that extensive consultations were done before the bill was passed in the Lok Sabha last year and it was also approved by the Ethics Committee and a Group of Ministers headed by Nitin Gadkari. He said the bill is a step towards safety and well-being of a woman and it will enlarge the ambit and access of women to safe and legal abortion without compromising on safety and quality of care. Vardhan told the House that the bill will also ensure dignity, autonomy, confidentiality and justice for women who need to terminate pregnancy.
Congress leader Pratap Singh Bajwa submitted a resolution to send it to a select committee.
Fauzia khan of NCP, Binoy Viswam of CPI, Santanu Sen of AITC, Chaudhary Sukhram Singh Yadav of Samajwadi party, Jharna Das Baidya of CPI-M asnd Priyanka Chaturvedi of Shiv Sena also participasted in the debate.
During Zero Hour, Leader of the Opposition and Senior Congress leader Mallikarjun Kharge raised the issue of two-day nationwide bank strike. He said the government has taken a decision to privatise two public sector banks without consulting the 75 crore account holders, who too are the stakeholders.
Sanjay Singh of Aam Aadmi Party, Shaktisinh Gohil of Congress, M Shanmugam of DMK, Rewati Raman Singh of Samajwadi Party and Ram Nath Thakur of JD-U also raised issues of public importance.
The government has said that five states - Maharashtra, Punjab, Karnataka, Gujarat and Tamil Nadu continue to report a surge in the COVID daily new cases. Union Health Ministry said, more than 79 per cent of the new cases are reported from these states in the last 24 hours. Maharashtra has reported the highest daily new cases at over 15 thousand. It is followed by Punjab with one thousand 818 cases while Kerala reported over one thousand new cases. Kerala is reporting a consistently declining trend over the last month.
