यूक्रेन में फंसे 600 से अधिक भारतीयों को लेकर आज (3 मार्च) सुबह वायु सेना के तीन विमान सवेरे दिल्‍ली के निकट हिंडन वायु सेना केन्‍द्र पहुंचे। इस बीच प्रधानमंत्री नरेन्‍द्र मोदी ने रूस के राष्‍ट्रपति व्‍लादिमीर पुतिन से टेलीफोन से बातचीत की। दोनों नेताओं ने संघर्ष वाले क्षेत्रों से भारतीयों की सुरक्षित निकासी पर चर्चा की। वहीं, संयुक्‍त राष्‍ट्र महासभा ने यूक्रेन में रूसी कार्रवाई की निन्‍दा करते हुए प्रस्‍ताव पारित किया। रूस से अपने सैनिक तुरन्‍त वापस बुलाने को कहा।

रूस-यूक्रेन में दूसरे दौर की बातचीत आज-
यूक्रेन में फंसे छह सौ से अधिक भारतीय नागरिकों को लेकर वायु सेना के तीन विमान आज सवेरे दिल्‍ली पहुंचे। भारतीय वायु सेना का पहला विमान रोमानिया की राजधानी बुखारेस्‍ट से 200 भारतीयों के साथ आज तड़के हिंडन वायु सेना केन्‍द्र पर उतरा। दूसरा C-17 विमान हंगरी की राजधानी बुडापेस्‍ट से 210 और तीसरा विमान पोलैंड से 208 भारतीयों को लेकर पहुंची।

रक्षा राज्‍यमंत्री अजय भट्ट ने स्‍वदेश पहुंचने पर भारतीय नागरिकों की अगवानी की और उनके साथ बातचीत भी की। उन्होंने वायु सेना कार्मियों और विमान चालकों के प्रयासो की सराहना की।

"ऑपरेशन गंगा" युद्धस्‍तर पर-
यू्क्रेन में फंसे भारतीय नागरिकों को सुरक्षित स्‍वदेश लाने का "ऑपरेशन गंगा" युद्धस्‍तर पर चल रहा है। यूक्रेन स्थित भारतीय दूतावास ने आपात परामर्श में भारतीयों के बिगडते हालात के कारण उन्‍हें खारकीव तुरंत छोडने का सुझाव दिया है। दूतावास ने उन्‍हें यथाशीघ्र पेसोचिन, बाबे और बेज़ली-यूदोवका पहुंचने को कहा है। भारतीय दूतावास की ओर से जारी परामर्श के बारे में विदेश मंत्रालय के प्रवक्‍ता अरिंदम बागची ने बताया कि अब तक करीब 17 हजार भारतीयों ने यूक्रेन की सीमाएं पार की हैं। इनमें ऐसे भारतीय भी सम्मिलित हैं, जिन्‍होंने अपने नाम दूतावास में पहले पंजीकृत नहीं कराए थे।

रेलवे राज्यमंत्री राव साहब दानवे ने यूक्रेन से मुम्बई पहुंचे भारतीयों के दल का स्वागत करते हुए कहा कि प्रधानमंत्री मोदी के नेतृत्व में यूक्रेन में मौजूद सभी छात्रों को सुरक्षित वापस लाया जाएगा। उन्होंने कहा- देश के प्रधानमंत्री जी के नेतृत्व में उन्होंने गंगा अभियान चलाया है। इसके तहत आप सभी को यहां पर लाया गया है। मैं आप से रिक्वेस्ट करूँगा। आप तो भलीभांति यहां पर आए हैं, लेकिन जो आपके फ्रेंड हैं और जो भी वहां पर अभी रुके हैं। उनको यहां से फोन पर बात करके सबके बता दें कि देश के प्रधानमंत्री आप सभी की चिंता कर रहे हैं। आपके देश में आने के लिए सभी भारतीय आपका इंतजार कर रहे थे, मुझे ऐसा लगता है कि यहां आने के बाद हम सभी को यहां पर खुशी हुई है। आपको अपने-अपने स्टेट में जाना है, आपको अपने जिलों में जाना है, इसके लिए भारतीय रेलवे ने यहां पर एक हेल्प डेस्क खोला है, टिकट काउंटर भी खोला है और वहां से तुरंत आपको टिकट मिल सकता है, जरूरत पड़े तो हमारे ऑफिसर आपको वहां पर आपको हेल्प करेंगे।

वायुसेना के उप प्रमुख एयर मार्शल संदीप सिंह ने कहा, निकासी का कार्य चौबीसों घंटे चलेगा। भारतीय वायुसेना के एक दिन में चार विमान भेजे जायेंगे और एक बार में 200 लोगों को वापस लाया जा सकेगा। एयर मार्शल संदीप सिंह ने विश्‍वास व्‍यक्‍त किया, कि सभी भारतीयों को सुरक्षित स्‍वदेश लाया जायेगा। उन्होंने कहा- एमईए के साथ, पूरी को-ऑर्डिनेशन के साथ ये ऑप्रेशन चल रहा है। सिविल एयरलाइन्‍स वाले जा ही रहे थे और कैपिसिटी इंक्रीज करने के लिए जैसे-जैसे बिकॉज हमको सारे अपने सिटीजन मैनी ऑफ देम जो स्‍टूडेन्‍ट्स हैं, उनको लाना है। एंड ये कंटीन्‍यूअस राउंड द क्‍लॉक ऑप्रेशन चलेगा। कुछ सामग्री भी यहां से जा रही है। उसका भी रिलीज एमओडी या पीएमओ करेगी एंड आई एम श्‍योर वी विल ब्रिंग ऑल ऑवर पीपल बैक सेफली।

प्रधानमंत्री लगातार कर रहें हैं समीक्षा- 
प्रधानमंत्री नरेन्‍द्र मोदी ने यूक्रेन संकट पर रूस के राष्‍ट्रपति व्‍लादिमिर पुतिन से टेलीफोन पर फिर बातचीत की। यूक्रेन में वर्तमान युद्ध और विशेषकर खारकीव में फंसे भारतीय छात्रों पर बातचीत केंद्रित रही। प्रधानमंत्री कार्यालय के अनुसार, दोनों नेताओं ने संघर्ष वाले क्षेत्रों से भारतीय नागरिकों की सुरक्षित निकासी पर चर्चा की। दोनों नेताओं के बीच हाल ही में यह दूसरी बातचीत है। पिछली बार 25 फरवरी को रूसी राष्‍ट्रपति के साथ बातचीत में प्रधानमंत्री मोदी ने हिंसा तुरंत बंद करने का आह्वान किया था। प्रधानमंत्री मोदी ने यूक्रेन संकट पर कल (2 फरवरी) शाम एक बैठक की। प्रधानमंत्री यूक्रेन संकट शुरू होने के बाद से लगातार बैठकों में स्थिति की समीक्षा कर रहे हैं।

 

विदेश मंत्री डॉ. सुब्रमण्‍यम जयशंकर ने यूक्रेन में बिगड़ती स्थिति पर यूरोपीय संघ के विदेश मामलों के उच्च प्रतिनिधि और फ्रांस तथा एस्टोनिया के विदेश मंत्रियों के साथ कल (2 फरवरी) चर्चा की। इस दौरान, डॉ जयशंकर ने भारत का रुख दोहराया कि इसका समाधान केवल कूटनीतिक उपायों से ही हो सकता है। उन्होंने कहा कि हिंसा समाप्‍त होना जरूरी है।
 
UN में प्रस्ताव पारित-
संयुक्त राष्ट्र महासभा ने एक प्रस्ताव पारित कर यूक्रेन में रूसी आक्रमण की निंदा करते हुए रूस से तुरंत अपने सैनिकों को वापस बुलाने को कहा है। मतदान के पक्ष में 141 देशों ने वोट डाले, जबकि पांच देशों ने प्रस्ताव के विरोध में मतदान किया। भारत और 34 अन्य देश मतदान से अलग रहे।
रूस के पक्ष में मतदान करने वाले देशों में बेलारूस, उत्तर कोरिया और सीरिया शामिल हैं। क्यूबा ने भी रूस का समर्थन किया लेकिन वह मतदान से अलग रहा।

यूक्रेन में रूसी सैन्य अभियानों के बीच सुरक्षा परिषद ने संयुक्त राष्ट्र महासभा का आपात सत्र बुलाया था। इस बीच यूक्रेन के राष्ट्रपति वोलोदीमीर ज़ेलेंस्की ने संयुक्त राष्ट्र महासभा में रूसी कार्रवाई के विरोध में हुए मतदान की सराहना की है।

रूस और यूक्रेन के बीच वर्तमान संकट को लेकर आज (3 फरवरी ) दूसरे चक्र (दौर) की बातचीत प्रस्‍तावित है। यूक्रेन के राष्‍ट्रपति के एक सहयोगी ने सीएनएन को बताया, दोनों देशों के बीच बातचीत का आज दूसरा दौर होगा। रूस की सरकारी एजेंसी आरआईए ने बताया कि दूसरे चक्र की वार्ता बेलारूस में पोलैंड सीमा के निकट होने जा रही है। पहले दौर की बातचीत सोमवार को बेलारूस के सीमावर्ती गोमेल कस्‍बे में हुई थी। पांच घंटे तक चली बातचीत का को परिणाम नहीं निकला।

Three C-17 Globemaster carrying 600+ land at Hindon airbase

Three Indian Air Force C-17 aircraft carrying Indians stranded in Ukraine being operated under Operation Ganga have arrived today (3 March) at Hindon Air Base near Delhi. The first Indian Air Force evacuation flight carrying 200 Indians from the Romanian capital Bucharest arrived at the Hindon Air Base in the early hours today. Another Indian Air Force's C-17 aircraft carrying 210 Indian passengers on board from Budapest in Hungary also landed at Hindon Air Base. The third IAF flight carrying 208 Indian nationals reached from Poland.

Minister of State for Defence Ajay Bhatt received the Indian citizens on their arrival and interacted with them. Talking to media persons this morning, Mr Bhatt said that he is highly obliged to IAF's crew and pilots for their round the clock service and support to Government’s efforts in bringing Indian citizens safely back home.
 
The Third batch of Indians stranded in Ukraine arrived by Air India Express flight in Mumbai from the Romanian capital Bucharest today. Union Minister of State for Railways, Coal and Mines Rao Saheb Danve welcomed the passengers including Indian students. He interacted with some of the students at the airport and assured all kind of assistance from the government.
 
PM Narendra Modi spoke to Russian President Vladimir Putin over phone on the Ukraine conflict. The telephonic conversation pertained to the ongoing conflict in Ukraine, especially in Kharkiv where many Indian students are stuck. In a statement, the Prime Minister's Office said, the two leaders discussed the safe evacuation of the Indian nationals from the conflict areas. It is the second telephonic conversation between the two leaders since the beginning of the conflict. PM Modi last spoke to the Russian President on the 25th of February, wherein he had stressed on immediate cessation of violence.

The PM also held a high level meeting on the Ukraine crisis last evening. He has been continuously chairing high level meetings since the Ukraine crisis began. During the meetings, he has been reviewing the ongoing efforts under "Operation Ganga" to bring back Indians stranded in Ukraine.

Meanwhile, in an interview to a Hindi Daily, the PM has said that the Government is working round the clock to bring back Indians stranded in war-torn Ukraine. The Government is aware of the hardships faced by Indian students due to the war situation. He said, they are leaving no stone unturned to ensure that every Indian reaches home safely.


External Affairs Minister Dr S Jaishankar discussed the deteriorating situation in Ukraine with European Union High Representative for Foreign Affairs Josep Borrell, French Foreign Minister Jean-Yves Le Drian and his Estonian counterpart Eva-Maria Liimets. During discussions yesterday, Dr Jiashankar reiterated India’s stance that diplomacy and dialogue alone provide the answer. In a tweet, he said, the cessation of violence is an urgent imperative.
 
There has been a sharp increase in the number of Indians who have left Ukraine. Briefing media in New Delhi, External Affairs Ministry Spokesperson Arindam Bagchi said, flights under Operation Ganga have also increased sharply. He said, the cities in Eastern Ukraine remain an area of concern as there has been continuing violence. There were encouraging reports that some students were able to board trains out of Kharkiv Tuesday night and yesterday morning and Embassy assisted them in the process through student contractors and other partners.

He said, a mechanism for issuing emergency certificates to those who lost their Indian passports has been instituted. He said, it will also help many Indian students. Mr Bagchi said, Government of India will bring back all of its citizens from Ukraine. He said, the Indian Embassy in Kyiv was asked to set up a temporary office in Lviv to facilitate border crossings by Indians. The Spokesperson said, a substantial segment of the Embassy team is now at Lviv for this purpose.
 

UNGA has adopted a resolution- 
The United Nations General Assembly has adopted a resolution deploring the Russian aggression in Ukraine and urged Moscow to immediately withdraw all forces from Ukraine. The resolution was adopted with 141 votes in favour and five members voting against. India and 34 other nations abstained from voting.

Countries that spoke up for Russia included Belarus, North Korea and Syria. Cuba also spoke in support of Russia but did not issue a vote. The resolution required a 2/3rd majority to be adopted in the 193-member General Assembly. The emergency session of UN General Assembly was called by the Security Council amidst ongoing Russian military operations in Ukraine.
 
Director-General of the International Atomic Energy Agency (IAEA), Rafael Mariano Grossi conducted consultations in order to address an overnight request from Ukraine's nuclear regulator to extend immediate assistance to ensure the safety of Chernobyl Nuclear Power Plant and other nuclear facilities in the country. Mr Grossi has said that the work of the agency at this time of uncertainty in Ukraine is indispensable.

Moreover, UN Secretary-General Antonio Guterres during the emergency session of UN General Assembly called Russia's decision of putting the nuclear deterrence forces on special alert as a chilling development.

2d round Russia-Ukraine talks- 
The second round of talks between Russia and Ukraine is set to take place today. A Ukrainian presidential aide told CNN that the second round of talks between the two countries will take place today. Russian state news agency, RIA said that the second round of talks will take place in Belarus, near the Belarus-Poland border. The first round of talks held in the border town of Gomel in Belarus on Monday lasted for five hours and ended without a breakthrough.
